It's true, his recovery is practically ROB's in Brawl.

I'm still trying to get the hang of his strange moveset. When do you use Down-B effectively?

Plant the tree when you have a spare moment. Make it grow to put up a temporary wall.

Yeah that is cool. But it just seems so difficult to use the tree properly, because it takes so long to appear and get chopped down that if they don't know to get away, they probably don't know what they're doing. Right? I mean, maybe you could gimp their recovery by chopping it off the stage or something, but otherwise, why wouldn't they just go away from (or jump over) the tree?
